Vancouver has a huge problem  with heroin addicts who are committing crimes to support their habits which is by robing homes, mugging the citizens and even breaking into cars for money. And for that reason, there are massive crime rates. this also consumes a lot of controlling of the police. The “free heroin for addicts” program is doing everything they can to stop the addicts. but the counter problem is that it will not satisfy the addicts but will eventually help to decrease the crime rates. it makes no sense to keep such kind of people who don’t want to improve and also who cannot pay the hospital bills. on the other hand, the program provides the cleanest way to take drugs for the addicts. This will thus settle the city but will not the enslavement that these individuals confront.
